GBBC has submitted its response to the FCA’s CP25/25 (Part II), covering high-level standards, governance, operational resilience, outsourcing, and financial-crime requirements for cryptoasset firms entering the FSMA regime.
Our response supports the FCA’s direction of embedding crypto within existing financial-services standards, while highlighting the need for clear mapping guidance, proportionate calibration, and international coherence (particularly with MiCA and DORA).
Key points include:
• Clear mapping of DIB requirements to crypto activities
• Interpretive guidance for applying PRIN, COND, and SYSC to decentralised systems
• Proportionate expectations for emerging or small firms

GBBC Response to the ICO Consultation on Distributed-Ledger Technologies and Data Protection

The Global Blockchain Business Council (GBBC) has submitted its response to the UK Information Commissioner’s Office (ICO) consultation on how data-protection law applies to distributed-ledger technologies.
GBBC welcomes the ICO’s pragmatic approach and its recognition that privacy safeguards must be built into system design. However, the response cautions that technical fixes such as off-chain storage or “hashing-out” risk re-centralising control, undermining the decentralisation that makes DLT transformative.
GBBC calls for role-based accountability, clearer guidance on demonstrating “data beyond use” without over-centralising custody, and illustrative case studies to translate principles into practice.
The UK has the opportunity to lead in proving that privacy and decentralisation can coexist — and GBBC stands ready to support the ICO in shaping that future.

News: ISO/TC 307 Approves GBBC as Category A Liaison, Contributing to Standardization Across Blockchain and Digital Assets Industry

Global Blockchain Business Council (GBBC), the largest leading non-profit association for the blockchain, digital assets, and digital technology community, has announced we have been approved for Category A Liaison status under the ISO - International Organization for Standardization’s Technical Committee 307 (ISO/TC 307) for blockchain and distributed ledger technologies (DLT). 

ISO brings global experts together to agree on the best way of doing things – for anything from making a product to managing a process. ISO is an independent, non-governmental organization made up of members from the national standards bodies of 175 countries with 26,000+ International Standards and other deliverables covering almost all aspects of technology, management and manufacturing.

As the adoption of blockchain infrastructure grows wider, there remains a notable gap in recognized risk-management frameworks and corresponding regulatory acceptance, particularly within financial institutions.

We are pleased to introduce the Risk Mitigation Framework (RMF), an industry-led effort facilitated by GBBC and Oliver Wyman, to give financial institutions guidelines to analyze and control the non-financial risks that arise when they use public blockchain infrastructure. 
A cross-sector working group—comprising financial-market infrastructures, global systemically important banks, multilateral development banks, and leading Layer-1 protocol teams—has collaborated to provide a common reference rooted in their practical experience of managing risks in blockchain implementations and to provide an overview of how the new technology can be incorporated into established risk-management frameworks.

In addition to GBBC and Oliver Wyman, Phase 2 will include Chainlink Foundation and Canton Foundation, with additional organizations to be confirmed. The RMF is being published as a draft based on input from participating institutions. GBBC has submitted its response to the Financial Conduct Authority’s (FCA) Consultation Paper CP25/25, covering the Discussion Chapters (6 and 7).
This section of the consultation sets out how existing FCA Handbook frameworks — including the Consumer Duty, Conduct of Business (COBS), and Product Governance (PROD) — could apply to newly regulated cryptoasset activities.
Our response recognizes the FCA’s efforts to integrate cryptoassets into the mainstream regulatory perimeter in a way that ensures consistent consumer protection while maintaining proportionality for innovative firms.
Key themes in our response include:
Support for applying the Consumer Duty in full, with proportionate sector-specific guidance.
Agreement that PROD should not  apply directly to cryptoassets given the absence of traditional issuer–distributor structures.
Endorsement of the FCA’s proposal to disapply Distance Marketing (COBS 5) and rely on Consumer Duty outcomes instead.
Recognition that financial promotions for UK-authorized stablecoins should be de-frictioned, while ensuring transparent risk warnings for non-UK-issued coins.
Support for converting the 12 appropriateness-test matters from guidance to rule, with calls for clarity on practical implementation and proportionality.
Emphasis on ensuring FOS readiness and definitional consistency across FCA, HM Treasury, and Law Commission frameworks to avoid regulatory friction.

GBBC CEO Sandra Ro recently traveled to Korea to take part in a series of high-profile events convening policymakers, industry leaders, and innovators shaping the future of digital assets. Across four major conferences and seminars, Sandra highlighted GBBC’s leadership in advancing responsible digital finance, policy coordination, and institutional adoption.  
At the Upbit D Conference (UDC) 2025, Sandra joined closed-door and public sessions on U.S. digital asset regulation and international policy coordination, alongside speakers from the European Commission, Asset Reality, VerifyVASP, and the Responsible Fintech Institute.  
During the AMCHAM Blockchain Seminar 2025, Sandra delivered a keynote presentation on GBBC’s Risk Mitigation Framework (RMF) for institutional digital assets and joined a panel with leaders from Moody’s Ratings, Paxos Labs, and Dunamu to discuss building a trusted digital finance ecosystem.

The InterWork Alliance (IWA), an initiative of GBBC, has released the draft Version 3.0 of the Digital Measurement, Reporting & Verification (dMRV) Framework for public comment. 
This updated framework bolsters the foundations of global environmental markets through establishing MRV Extension Sets – reusable digital modules for methodologies that reduce duplication, promote consistency, and enable interoperability across projects.  
By standardizing roles, processes, and data models, the dMRV Framework enables:

🔹 Greater transparency & traceability through cryptographically-linked audit trails

This consultation marks an important step in ensuring that English law remains predictable, enforceable, and internationally competitive in a rapidly evolving digital economy.

Key themes in our response include:
Focusing reforms on genuinely decentralized systems that raise unique “omniterritoriality” challenges
Anchoring disclosure powers to a clear UK nexus to enhance enforceability across borders
Endorsing “effective control” as a practical jurisdictional anchor, supported by clear evidential standards

A coalition of leading global financial trade associations, including GBBC, have issued a letter to the Basel Committee on Banking Supervision (BCBS) in regards to the Cryptoasset Exposures Standard (SCO60), and published the report "The Impact of DLT in Capital Markets: Ready for Adoption, Time to Act." The report examines how tokenization and distributed ledger technology (DLT) are transforming securities issuance, collateral management, and fund operations, with live use cases already showcasing efficiency gains, enhanced transparency, and improved risk management. 

GBBC, alongside the joint trades collaborators, emphasize six priorities for ecosystem development, from advancing high potential asset classes and establishing interoperability to cultivating public-private partnerships. These efforts unite to help modernize financial infrastructure and support long-term economic growth.

During Paris Blockchain Week 2024, GBBC's Chief Revenue Officer, Emma Joyce, provided her optimistic outlook for the future of the blockchain industry as part of The Digital Economist’s Industry Outlook: Blockchain & Digital Assets 2025 – 26 report.  

Emma noted that the industry is “cautiously optimistic” for 2024 after a formidable year in 2023, motivated by “increased dialogue with regulators” and “a push for regulatory clarity across jurisdictions.” She highlighted milestones, including the first U.S. digital assets taxonomy approved by the U.S. Commodity Futures Trading Commission (CFTC) and Europe’s progress with MiCA as signs of upward trajectory.  

She emphasized that balancing innovation with consumer protection remains a crucial area, one that demands “cross-jurisdictional collaboration” to bolster security and regulatory frameworks. Additionally, Emma pointed out that institutional adoption is growing, with large financial institutions “increasingly exploring blockchain projects despite recent challenges.”

GBBC has submitted its response to the FCA’s CP25/15 Consultation Paper, which sets out the proposed prudential requirements for cryptoasset custodians and stablecoin issuers authorised under FSMA.
We support the FCA’s objective of ensuring a robust, credible prudential framework for the UK cryptoasset sector. However, we raise concerns about the cumulative complexity of the proposed regime and its potential impact on proportionality, competitiveness, and legal certainty.
Key points in our submission:
🔹Recommend simplifying the interaction of PMR, FOR, K-factors, BLAR, and ILAR
🔹Urge FCA to clarify the scope of capital application to avoid capturing group-wide operations
🔹Oppose the statutory trust requirement in favour of outcome-based safeguarding standards
🔹Raise legal uncertainty around trust formation and recognition in non-UK jurisdictions
🔹Call for proportional adjustments for smaller and decentralised firms
🔹Suggest alignment with CASS 6/CASS 7, EMRs, and international standards
Our response is intended to support the development of a workable and internationally competitive framework by highlighting areas where greater clarity, proportionality, or flexibility could enhance the effectiveness of the regime.

GBBC has submitted its formal response to the FCA’s CP25/14 consultation on the proposed regulatory framework for fiat-backed stablecoins in the UK.
While GBBC supports the FCA’s aims of safeguarding, redemption certainty, and consumer protection, we raise concerns that the current proposals may be overly rigid, difficult to operationalise, and misaligned with international norms.
Our recommendations include:
Replacing the proposed statutory trust with a flexible, outcome-based safeguarding model consistent with EMRs and CASS 6.
Introducing legal clarity on redemption rules, including clear distinctions between redemptions and buybacks.
Permitting a range of safeguarding structures (trusts, nominees, orphans) depending on jurisdictional and legal context.
Ensuring cryptoasset forks are addressed explicitly in the rules for both issuers and custodians.
Requiring use of standard identifiers (e.g. Digital Token Identifier) across disclosures and recordkeeping.
Clarifying how custodian liability should be defined, and avoiding de facto insurance obligations.
Promoting coherence between FCA and Bank of England oversight regimes.

GBBC supports the classification of stablecoins as mass market investments with appropriate guardrails and calls for a regulatory approach that is both credible and innovation-friendly.

GBBC has submitted its formal response to Chapter 4 of the FCA’s CP25/16 Consultation Paper, which proposes to lift the current ban on retail access to cryptoasset exchange traded notes (cETNs) traded on UK Recognised Investment Exchanges (RIEs).

GBBC welcomes this proposal as a proportionate and risk-sensitive evolution of the UK regulatory perimeter, aligned with international competitiveness and the maturing cryptoasset infrastructure.

Our recommendations to the FCA include:

Clarify eligibility and underlying asset scope for cETNs, so RIEs and market participants have clear regulatory signals.
Strengthen consumer disclosures, including a standard warning that cETNs are not covered by the Financial Services Compensation Scheme (FSCS).
Engage industry on future ETF and fund-based structures to ensure the UK remains open to crypto market innovation.
Apply proportional financial promotion rules with room for future calibration as product types diversify.
We support the classification of cETNs as restricted mass market investments (RMMIs), ensuring appropriate guardrails without unduly stifling access.

Global Blockchain Business Council (GBBC), with the support of its members, has submitted a response to the European Data Protection Board’s (EDPB) Draft Guidelines 02/2025 on Processing of Personal Data through Blockchain Technologies.

We welcome the EDPB’s recognition of the unique challenges blockchain presents for data protection law. Our response encourages the Board to adopt a technology-neutral, risk-based approach that safeguards privacy while enabling innovation, transparency, and EU competitiveness.

Key themes in our submission include:

Global Blockchain Business Council (GBBC), with the support of its UK Working Group members, is pleased to have submitted a response to HM Treasury’s Draft Statutory Instrument on cryptoassets under the Financial Services and Markets Act 2000 (FSMA).
We welcome HMT’s efforts to bring legal clarity to the UK cryptoasset market by formalising its perimeter through the Regulated Activities Order (RAO). Our submission focuses on technical improvements that promote regulatory coherence, safeguard market integrity, and enable responsible innovation.
Key themes in our submission include:
Clarity in cryptoasset definitions and the perimeter
A proportionate and business-compatible territorial scope
More precise issuer obligations for stablecoins
Exclusion of non-custodial software tools from custody rules
Narrow perimeter for staking: custodial yes, native staking no

We support HMT’s goals and recommend targeted adjustments to ensure the final regime is legally robust, operationally clear, and aligned with global best practices.

We welcome ESMA’s efforts to establish a harmonised, proportionate framework to raise competence standards across the crypto-asset sector and enhance investor protection.

Our response stresses the importance of:

Proportionality and consistency with MiFID II
Clear definitions around roles—especially “information provision”
A modular, risk-based approach to training and certification
Avoiding premature centralisation of training providers
Embedding crypto-native modules on AML/CFT, market abuse, and forensics
Distinct tracks for technical and advisory staff, recognising function-specific expertise
We strongly support ESMA’s objectives while urging a flexible, market-led path to implementation that accommodates crypto’s pace of innovation and diversity of roles.

The Digital Economy Society (DES) is a new multistakeholder initiative led in partnership with European Blockchain Association, Blockchain for Europe, Adan, the Crypto Council for Innovation, and GBBC.

DES aims to foster deeper engagement between EU policymakers and the digital economy community. Its mission is to promote collaboration, education, and awareness around the strategic role of emerging technologies, including blockchain, tokenization, privacy-enhancing tools, and AI convergence, in shaping Europe’s economic future.

GBBC, with the help of our members, is pleased to have submitted a response to UK FCA Discussion Paper 24/4: Regulating Cryptoassets – Admissions & Disclosures and Market Abuse Regime for Cryptoassets.

We welcome the FCA’s initiative to establish a proportionate regulatory framework tailored specifically for cryptoassets. Our response emphasizes the unique challenges and dynamics of crypto markets, highlighting areas where traditional securities regulation may not be suitable. We stress the importance of proportionality in disclosure obligations, clarity on liabilities (particularly for exchanges in decentralized scenarios), and practical solutions for standardizing disclosures, including centralized FCA oversight or industry-led initiatives.

Key points include the necessity to address gaps around grandfathering existing cryptoassets without whitepapers, the potential role of classificatory frameworks for standardization, and recognizing distinctive market behaviours unique to cryptoassets when designing the market abuse regime. We also underline the importance of balanced on-chain and off-chain monitoring, while highlighting challenges like the free-rider problem in coordinated industry monitoring.

Global Blockchain Business Council (GBBC) Ambassadors are innovators and changemakers who strive to provide powerful insights, particularly in areas of technology, governance, law, finance, civil society, and academia.
Since its inception, GBBC has relied on our global Ambassador network to expand our community, presence, and impact. GBBC Ambassadors act as trusted advisors to GBBC’s leadership and members, providing invaluable guidance and assistance on how to engage with diverse local communities to carry out our mission to the highest standards.
With an immense community that continues to grow at a rapid pace, we have refreshed our network of GBBC Ambassadors to streamline the program, ensuring an engaged cohort for the year ahead. The 2025 GBBC Ambassador cohort enriches GBBC’s global reach with 283 Ambassadors across 124 jurisdictions and disciplines. 
GBBC’s 2025 Ambassador cohort includes 49 new ambassadors and 9 new jurisdictions and disciplines: Bhutan, Cambodia, Energy Infrastructure, Latin America (LatAm), Malaysia, Malta, Paraguay, Standards, and Trading and Markets.

Philip Gant, Director, APAC Policy and Partnerships at GBBC will be joining Blockchain: Opening the Future, hosted by the Seoul National University on Friday, January 17 in Korea.

The conference aims to explore the current state and future possibilities of the blockchain industry. Key topics will include the review of domestic digital asset (virtual asset) regulatory policies and industry ecosystems, innovative use cases for blockchain technology, new business opportunities, and an analysis of blockchain strategies in major Asian countries. "Pathway 2035 for Financial Innovation – Your Navigator" FIND Report

In November 2024, the Swiss Embassy in Singapore hosted the Redesigning Financial Innovation event, with working sessions curated by the Swiss Financial Innovation Desk (FIND). 

These collaborative discussions, drawing on the perspectives from academia, industry, and government, produced the report "Pathway 2035 for Financial Innovation – Your Navigator." GBBC CEO Sandra Ro and Board Director Yuval Rooz (CEO & Co-Founder at Digital Asset) contributed to section three, "Digital Assets."
