The Capital Markets Risk Mitigation Framework (RMF) is an industry-led effort facilitated by GBBC and Oliver Wyman, alongside leading financial institutions and blockchain infrastructure, providing a foundational step towards non-financial risk assessment and proposed mitigation by enabling the secure adoption of public blockchain infrastructures.
Now in Phase 2, we have onboarded the first cohort of Risk Assessment Partners (RAPs), who have designed solutions for practical implementation by financial institutions.

Ranging from technical solutions: zero-trust infrastructure to regulatory ones: compliance monitoring and ranking tools, RAPs have tailored risk mitigation solutions based on RMF.
RMF Phase 2 has incorporated feedback received during the 2025 public consultation period and has expanded the infrastructure to both Layer 1 and Layer 2 risk mitigation. RMF Phase 2 will be released in 2Q 2026 with public consultation to follow.
Phase 2b focuses on certain on-chain digital payment instruments (stablecoins, deposit tokens, and tokenized deposits).
