            Dina Ellis Rochkind

            Dina Ellis Rochkind is Counsel, Government Affairs and Strategy in the Paul Hastings Fintech practice and is based in the firm’s Washington, D.C. office. Her practice focuses on representing clients before US Members of Congress and the regulatory agencies. Dina represents clients in matters involving regulation, policymaking, legislation, advisory work, enforcement actions and crisis management. Her practice includes representing major Fintech, cryptocurrency, blockchain, Web3, and TradFi companies. She also represents and serves on advisory boards for numerous startups that are using innovative technologies including blockchain.

            Prior to joining Paul Hastings, Dina spent a large part of her career working on Capitol Hill on the House Financial Services Committee, Senate Banking Committee, and US Treasury Department. Her experience gives her a unique historical perspective on financial services law and regulation in the US. In the George W. Bush Administration, she served as the Deputy Assistant Secretary for Consumer Affairs and Community Policy at the US Treasury Department She was responsible for consumer finance issues, including subprime lending, financial inclusion, consumer credit and fair lending prior to the 2008 financial crisis and the creation of the CFPB.

            In Congress, Dina has been a key player in drafting major pieces of financial services legislation going back to the passage of Gramm-Leach-Bliley in 1999. Other pieces of legislation include the Bankruptcy Abuse Prevention and Consumer Protection Act (BAPCPA), the FACT Act, E-Sign, Check 21, and the Federal Deposit Insurance Reform Act of 2005. As Senator Pat Toomey’s (R-PA) financial services advisor, she was the lead Senate staffer that worked on the Jumpstart our Business Startups Act (the JOBS Act), a major overhaul of securities laws that made it easier for companies to raise capital in the public and private markets.

            Dina is no stranger to crisis management. During the auto industry crisis, she led the federal lobbying efforts to rescue Chrysler and handled the consequences and fallout from its bankruptcy. She also served as Vice President of Federal Government Affairs for a leading mortgage lending company. Dina is known for working across party lines on both sides of the aisle to achieve key legislative successes and has a reputation for “getting things done” in Washington.
